To whom it may concern:

I am writing to you on behalf of the Center of Forensic Sciences, a branch of the Province of Ontario, Ministry of Community Safety and Correctional Services. The Photoanalysis Section at the Center of Forensic Sciences deals with a range of case types in the area of image and video analysis.

In the past several years the section has made great advancement and improvement in the use of new techniques. With the rapid development of the forensic technology, there are still some aspects that the section is interested in mastering. One of these aspects is the individualization of human subjects and subject identification by means of image-to-image comparisons.

The section is interested in compiling information about the techniques and resources that are being used by other organizations to perform these types of comparisons. Forensic sources refer to facial measurements and comparison of unique features, knuckle creases, the individualization of specific birthmarks, features of the ears, tattoos, among other characteristics.

This project is being done by the Center of Forensic Sciences in collaboration with University of Toronto at Mississauga. The information that you contribute to the study will be used to inform and update scholars and professionals in the Scientific and Forensic community. It will also be used to assist us in establishing our own examination procedures.

Your collaboration in this matter is of great interest and importance to the Photoanalysis Section and to the University of Toronto. It is these collaborative processes between organizations that improve the methods, help increase forensic standards and ultimately aid with the main goal of public safety. It would be highly appreciated if you could reply to the section with the answers to the questions outlined on the attached form before December 1, 2006. The more information provided the better.
